This is the overall conclusion drawn by the <a title=\"EFJ Joins International Press Freedom Mission to Spain\" href=\"http:\/\/europeanjournalists.org\/blog\/2014\/12\/01\/efj-joins-international-press-freedom-mission-to-spain\/\">International mission<\/a> which is about to end in Madrid. <\/strong><\/p>\n<p style=\"text-align: justify\">For the first time, a consortium formed by the International Press Institute (IPI), Access Info Europe, the European Federation of Journalists (EFJ), Reporters Without Borders (RSF), the World Association of Newspaper Publishers (WAN-IFRA ), the Committee to Protect Journalists (CPJ) and the Open Society Foundations (OSF) conducted a four-day mission, from 1 to 4 December, in Madrid and Barcelona, to evaluate the state of freedom of expression in Spain.<\/p>\n<p style=\"text-align: justify\">Participants highlighted many challenges, including the need for increased independence in public television and joint mobilisation of media workers and civil society for freedom of expression.<\/p>\n<p style=\"text-align: justify\">The mission has joined the launch of the Platform for Freedom of Information (<a href=\"http:\/\/libertadinformacion.cc\/plataforma-en-defensa-de-la-libertad-de-informacion\/\">Plataforma en Defensa de la Libertad de Informaci\u00f3n<\/a>) on Wednesday in Madrid, which brings together some twenty organisations, including the Spanish Federation of Journalists Unions (FeSP), member of the EFJ, but also representatives of consumers, lawyers and prosecutors. This new structure intends to reveal all violations of freedom of expression and to denounce them publicly.<\/p>\n<p style=\"text-align: justify\">The mission also had the opportunity to measure the extent of social unrest within national and regional public television. Last Friday, dozens of journalists from the public television channel TVE gathered for an improvised sit-in in front of the office of the new Chief Information Officer <strong>Jose Antonio Alvarez Gundin<\/strong>, coming from the right-wing newspaper La Razon, to protest against reshuffling the staff of the TV news, which he had just announced.<\/p>\n<p style=\"text-align: justify\">The union <strong>CCOO<\/strong>, another affiliate of the EFJ, see behind these replacements &#8222;a clear intention to exercise more control and to manipulate the information&#8220; as the union denounced the &#8222;seizure of the TVE.&#8220; For CCOO, the appointment of Jos\u00e9 Antonio Alvarez Gundin was imposed by the Popular Party (PP), in power in Spain since December 2011. Only 3% of channel journalists expressed their confidence in Jose Antonio Alvarez Gundin during a vote.<\/p>\n<p style=\"text-align: justify\">The mission also met the TVE Information Council, elected by the journalists of the channel, which highlighted the unstable and insufficient funding of the Spanish public television, as well as the manipulation of information and the constant pressure from the government.<\/p>\n<p style=\"text-align: justify\"><em> &#8222;The EFJ, which recently participated in a study day organized by CCOO on the future of public television in Spain, supports the actions of the TVE staff members against the pressures they are daily facing, <\/em>stresses <strong>Ricardo Gutierrez<\/strong>, EFJ General Secretary<em>. We know that respected journalists are marginalised from the TVE newsroom, and this is not acceptable. &#8222;<\/em><\/p>\n<p style=\"text-align: justify\">In mid-November, the <strong>Spanish Federation of Journalists<\/strong> (FAPE), also EFJ affiliate, expressed its <em>&#8222;support to all journalists of public service media (&#8230;) facing constant attacks from the public authorities who control the media.<\/em>\u201d<\/p>\n<p style=\"text-align: justify\"><strong>Paco Audije<\/strong>, who participated in the mission on behalf of the EFJ, agrees: &#8222;<em>In Spain, successive governments and politicians still do not understand the need for a stable, independent and quality public service broadcasting, which means, in line with European standards. They do not understand the reaction of journalists and TVE workers who are only defending the balance and integrity of information.<\/em> &#8222;<\/p>\n<hr \/>\n<p><strong>Mission en Espagne\u00a0: la t\u00e9l\u00e9 publique en danger<\/strong><\/p>\n<p>La libert\u00e9 d\u2019expression doit gagner du terrain en Espagne. Pour la premi\u00e8re fois, un consortium form\u00e9 par l\u2019International Press Institute (IPI), Access Info Europe, la F\u00e9d\u00e9ration europ\u00e9enne des journalistes (FEJ), Reporters sans Fronti\u00e8res (RSF), l\u2019Association mondiale des \u00e9diteurs de journaux (WAN-Ifra), le Comit\u00e9 pour la protection des journalistes (CPJ) et Open Society Foundations (OSF) a men\u00e9 une mission de quatre jours, du 1<sup>er<\/sup> au 4 d\u00e9cembre, \u00e0 Madrid et \u00e0 Barcelone, afin d\u2019\u00e9valuer l\u2019\u00e9tat de la libert\u00e9 d\u2019expression en Espagne.<\/p>\n<p>Les participants ont mis en \u00e9vidence nombre de d\u00e9fis \u00e0 relever, dont l\u2019ind\u00e9pendance accrue de la t\u00e9l\u00e9vision publique et la mobilisation conjointe des professionnels de l\u2019information et de la soci\u00e9t\u00e9 civile pour une soci\u00e9t\u00e9 plus libre.<\/p>\n<p>La mission a ainsi assist\u00e9, mercredi, \u00e0 Madrid, au lancement de la <a href=\"http:\/\/libertadinformacion.cc\/plataforma-en-defensa-de-la-libertad-de-informacion\/\">Plateforme pour la libert\u00e9 de l\u2019information <\/a>(Plataforma en Defensa de la Libertad de Informaci\u00f3n), qui r\u00e9unit une vingtaine d\u2019organisations dont la F\u00e9d\u00e9ration espagnole des syndicats de journalistes (FeSP), membre de la FEJ, mais aussi des repr\u00e9sentants des consommateurs, des avocats, des magistrats&#8230; La nouvelle structure entend relever toutes les atteintes \u00e0 la libert\u00e9 d\u2019expression et les d\u00e9noncer publiquement.<\/p>\n<p>La mission a aussi eu l\u2019opportunit\u00e9 de mesurer l\u2019ampleur de la grogne sociale au sein des t\u00e9l\u00e9visions publiques nationale et r\u00e9gionales. Vendredi dernier, des dizaines de journalistes de la cha\u00eene publique TVE se sont rassembl\u00e9s pour un sit-in improvis\u00e9 devant le bureau du nouveau chef de l&#8217;information, <strong>Jos\u00e9 Antonio Alvarez Gundin<\/strong>, fra\u00eechement arriv\u00e9 du journal de droite La Razon, pour protester contre le remaniement de l&#8217;\u00e9quipe \u00e0 la t\u00eate du Journal t\u00e9l\u00e9vis\u00e9 (JT) qu&#8217;il venait d&#8217;annoncer.<\/p>\n<p>Le syndicat <strong>CCOO<\/strong>, membre de la FEJ, voit derri\u00e8re ces remplacements &#8222;<em>l&#8217;intention claire d&#8217;exercer un contr\u00f4le plus grand et de manipuler l&#8217;information&#8220;<\/em> tandis qu&#8217;il d\u00e9nonce <em>la &#8222;prise en otage des JT de TVE&#8220;<\/em>. Pour CCOO, la nomination de Jos\u00e9 Antonio Alvarez Gundin a \u00e9t\u00e9 impos\u00e9e par le Parti populaire (PP), au pouvoir en Espagne depuis d\u00e9cembre 2011. A l\u2019occasion d\u2019un vote organis\u00e9 au sein de la r\u00e9daction de TVE, \u00e0 peine 3% des journalistes de la cha\u00eene avaient exprim\u00e9 leur confiance \u00e0 Jos\u00e9 Antonio Alvarez Gundin.<\/p>\n<p>La mission a rencontr\u00e9 le Conseil de l\u2019information de TVE, \u00e9lu par les journalistes de la cha\u00eene, qui a mis en \u00e9vidence le financement instable et insuffisant de la t\u00e9l\u00e9 publique espagnole, ainsi que la manipulation de l\u2019information et les pressions constantes du gouvernement.<\/p>\n<p><em>\u00ab\u00a0La FEJ, qui participait r\u00e9cemment \u00e0 une Journ\u00e9e d\u2019\u00e9tudes organis\u00e9e par CCOO sur l\u2019avenir de la t\u00e9l\u00e9vision publique en Espagne, soutient les actions des membres du personnel de TVE contre les pressions qu\u2019ils subissent quotidiennement<\/em>, insiste <strong>Ricardo Guti\u00e9rrez<\/strong>, secr\u00e9taire g\u00e9n\u00e9ral de la FEJ. <em>Nous savons que des cons\u0153urs et confr\u00e8res estim\u00e9s, \u00e0 la r\u00e9daction de TVE, font l\u2019objet de mises au placard, ce qui est intol\u00e9rable\u00a0\u00bb<\/em>.<\/p>\n<p><strong>Paco Audije<\/strong>, qui participait \u00e0 la mission au nom du Comit\u00e9 directeur de la FEJ, acquiesce\u00a0: <em>\u00ab\u00a0En Espagne, les gouvernements successifs et la classe politique n\u2019ont toujours pas compris la n\u00e9cessit\u00e9 de disposer d\u2019un service public audiovisuel stable, de qualit\u00e9 et ind\u00e9pendant, c\u2019est-\u00e0-dire conforme aux standards europ\u00e9ens.
