Lithuania: Parliament proposal to fine insults against journalists sets protective precedent

Early August 2024, the Lithuanian Parliament proposed amendments to introduce fines for people who insult or humiliate journalists. This legislative project aims to protect journalists from abusive behaviours and ensure their ability to freely exercise their professional duty of delivering information to the public. The European Federation of Journalists (EFJ) welcomes this initiative and calls for all European countries to implement similar measures in line with the Council of Europe Recommendation 2016/4 on the protection of journalism and safety of journalists.  The Lithuanian proposal, prepared by Speaker of the Seimas Viktorija Čmilytė-Nielsen, suggests amendments to the Code of Administrative Misdemeanors.…

Croatia: International fact-finding mission to assess status of press freedom

The Media Freedom Rapid Response (MFRR) partners will conduct an international mission to assess the current state of press freedom and the safety of journalists in Croatia. The mission will take place online between 9 and 20 September 2024. The mission follows the assessment of the persistence of attacks against journalists and fact-checkers in Croatia, as well as the growing challenges related to transparency of media ownership and legal threats against journalists. Since January this year, the MFRR recorded 11 alerts involving 2 journalists and nine entities related to the media. The majority of attacks are verbal abuse, with half instigated by…

Mission Report: Silencing the Fourth Estate: Italy’s Democratic Drift

Media freedom in Italy has been steadily declining in recent years, marked by unprecedented attacks and violations often initiated by public officials in an attempt to silence critical voices. Political interference in public media and the systematic use of legal intimidation against journalists by political actors have long defined the media-politics relationship in Italy. However, these dynamics have reached alarming levels over the past two years. In the lead-up to the 2024 EU elections, amidst a rapidly deteriorating context, the partner organisations of the Media Freedom Rapid Response (MFRR) conducted an urgent mission to Rome, Italy, on May 16-17, 2024.…

Cyprus: Behind bars for fake news: Imminent threat to media freedom

The Media Freedom Rapid Response (MFRR) strongly condemns a legislative proposal in Cyprus that threatens press freedom under the guise of combating disinformation. This amendment, which criminalizes “fake news” and imposes harsh penalties, risks stifling independent journalism and encouraging self-censorship. Our international consortium calls on authorities to align with international human rights standards, promote media ethics, and protect freedom of expression, instead of exerting media control. The MFRR coalition is gravely concerned about the recent legislative proposal in Cyprus, aiming to criminalize the dissemination of fake news with draconian penalties including prison sentences of up to five years. This proposed…

Media councils are developing guidelines on AI and ethics

This text was originally published on the presscouncils.eu website, part of the European “Media Councils in the Digital Age” project. With the rapid transformation of Generative AI, newsrooms face new challenges and benchmarks when it comes to adhering to deontological standards. While there is no single ethical standard on the implementation of AI in journalism, various media councils have established guidelines, or even added chapters on it in their ethical codes. The use of AI needs to be regulated accordingly, so as to empower journalists to be quicker, more efficient and more innovative, rather than substituting for their absence. That’s…

2024 Rule of Law Report highlights the need to sanction those who violate press freedom in Europe

On 24 July 2024, the European Commission published its annual Rule of Law Report, which includes the assessment of press freedom and media pluralism in Europe. This fifth edition is released at a critical time for some EU Member States that face serious threats to media pluralism and press freedom, such as Italy, Slovakia or Greece. The European Federation of Journalists (EFJ) welcomes the recommendations issued by the report and immediately calls on the European Commission to consider sanctions as part of the gradual implementation of the European Media Freedom Act (EMFA). The report includes specific recommendations for each EU…

Freelance journalists are most vulnerable with press under pressure in Europe

EFJ Freelance Expert Group (FREG) co-chairs, Renske Heddema (Dutch union of journalists – NVJ) and Oddrun Mitbø (Norwegian union of journalists – NJ) contributed to the open letter below, outlining the priorities of FREG. Freedom of the press is essential for all democracies. This freedom is now increasingly under pressure in Europe. Several developments underline the threats for journalists, especially freelance workers, who often stand out for their personal courage. EFJ Freelance Expert Group (FREG) members regularly participate in demonstrations calling for the release of imprisoned colleagues.  The recent release of Julian Assange shows that the relentless fight from people…

Kosovo’s media law enables political capture of regulatory body

The undersigned Media Freedom Rapid Response (MFRR) consortium partners express deep alarm over the passage of new media law by the Kosovo Parliament this month. We share local and international concerns that this law does not meet international standards on free expression and threatens media freedom, including by granting the authorities greater control over media regulation. The MFRR has previously joined civil society organizations in Kosovo in raising alarms over the law for the Independent Media Commission (IMC). Critics have seen the proposed legislation as an attack on the media, expressing worries that the ruling party may use this law to censor them. Now, this risks becoming a…

Russia jails US-Russian journalist Kurmasheva for over 6 years

On 19 July, a Russian court has sentenced US-Russian journalist Alsu Kurmasheva to six and a half years in prison for spreading so-called “false information” about the military. Her employer, RFE/RL, and the European and International Federations of Journalists (EFJ-IFJ) slammed the trial as a “mockery of justice”. The EFJ, the IFJ and their Russian affiliate JMWU are calling for her immediate release. Kurmasheva, an editor with the US-funded Radio Free Europe/Radio Liberty (RFE/RL) outlet in Prague, was convicted on Friday – the same day a separate Russian court sentenced US journalist Evan Gershkovich for 16 years on espionage charges,…

Croatia: Faktograf journalist Melita Vrsaljko assaulted twice in a week

The undersigned organisations, including members of the Media Freedom Rapid Response (MFRR), express deep concerns about the physical attacks targeting Melita Vrsaljko, a journalist working for the Croatian fact-checking website Faktograf.hr and the Climate Portal. Vrsaljko was assaulted twice in the same week, in the street and at her home in Nadin due to her journalistic work. We urge the Croatian authorities not to let these unprecedented attacks go unpunished. On 15 July 2024, journalist Melita Vrsaljko and a freelance camera operator were working on a documentary co-produced by the Climate Portal, which focused on climate change and waste. While…

Russia: EFJ demands the release of political prisoner Evan Gershkovich

The European Federation of Journalists (EFJ) and its Russian affiliate JMWU firmly condemn the decision of Russia’s Sverdlovsk Oblast court to sentence US reporter Evan Gershkovich to 16 years in a high-security prison on charges of alleged espionage. Russian authorities did not produce evidence to support the accusations against him. The EFJ considers this trial behind closed doors and this sentence to be an act of pure political repression. We demand Evan Gershkovich’s release, as well as that of the 139 journalists imprisoned in Europe. Gershkovich has reported from Russia for many years and has repeatedly received official accreditation from…

The EFJ joins media coalition to urge the European Commission to ensure media freedom

Following Ursula von der Leyen’s re-appointment as President of the European Commission, the European Federation of Journalists (EFJ), together with media, press and journalists organisations, sent a letter to the newly elected President. The letter aims at addressing crucial topics regarding press freedom, safety of journalists and EU mechanisms such as the European Media Freedom Act or the Digital Services Act, which the coalition wants to see among the political priorities of the Commission’s next term.

Ukraine: Journalists in Russian captivity must be released

At least thirty Ukrainian journalists, -6 women and 24 men-, and media workers remain illegally detained in Russia, according to data from the National Union of Journalists of Ukraine (NUJU), an affiliate of the International and the European Federations of Journalists (IFJ-EFJ). The IFJ and the EFJ have joined their affiliate’s campaign in urging the Russian authorities to immediately and unconditionally release all unfairly imprisoned Ukrainian journalists.  Nearly two and a half years after the start of the war in Ukraine, in February 2022, there is no sign that the violence will end, and the list of Ukrainian journalists in…

Cyprus: Legislative attempts to introduce a five-year prison sentence for spreading “fake news”

Cyprus is proposing an amendment to its criminal code that will introduce prison sentences of up to five years for anyone caught spreading “fake news” or writing “offensive” comments. The International and European Federations of Journalists (IFJ-EFJ) join their Cypriot affiliate, the Union of Cyprus Journalists (UCJ-ESK), in denouncing this criminalisation of fake news and its chilling effect on press freedom. A legislative amendment concerning the criminalisation of the dissemination of false news, threats, insults and the dissemination of obscene photos and images on the Internet will be presented to the plenary session of the Cypriot Parliament in September. The…

France:  Media freedom coalition condemns Vivendi’s disinformation campaign against Reporters Without Borders

The Media Freedom Rapid Response (MFRR) partners strongly condemn the cyber disinformation campaign against the press freedom organisation Reporters Without Borders (RSF). The attacks have been orchestrated by the Paris-based communications agency “Progressif Media”, whose minor stakeholder is the Vivendi Group, a French mass-media holding company controlled by media tycoon Vincent Bolloré. The MFRR stands in full solidarity with RSF and urges a swift and thorough investigation into the disinformation campaign. On 4 July, RSF revealed a two-month investigation, which included information from an internal Progressif Media document entitled “Vivendi Report”. This document detailed attacks aimed at portraying the press…

France: Threats against investigative journalist for revelations about illegal financing in the Central African Republic

On 29 June, as journalist Thomas Dietrich was about to publish an investigation entitled “When Macron protects Marine Le Pen’s financier” for online media OFF Investigation, he received a chilling threat of violence sent on the Whatsapp instant messaging network. The International and European Federations of Journalists (IFJ-EFJ) and their affiliates in France, SNJ, SNJ-CGT, CFDT-Journalistes, strongly condemn these actions, apparently aimed at preventing Dietrich from publishing his work. We call on the authorities to investigate the threats against him. Thomas Dietrich, an investigative journalist specialising in “Françafrique” (France’s sphere of influence over former French colonies in sub-Saharan Africa), has…
