The political interference at Index, one of the last independent news outlets in Hungary, requires a strong reaction from the leaders of the European Union. The move contravenes the EU Charter of Fundamental Rights, which is a legally binding charter. The damaging effects of media ownership concentration in Europe was the topic of the Newsocracy conference held in Prague, Czech Republic, on 14 December, organised by the European Centre of Press and Media Freedom (ECPMF). The conference highlighted the importance to develop both transparency and pluralism in media ownership to guarantee media as a public good. “The conference turned out to be a wake up call. The Council of Europe has issued guidelines to its 47 member states in order to promote media pluralism, transparency of media ownership and media literacy. In a Recommendation adopted today, the Committee of Ministers endorses a comprehensive framework of guidelines for creating a pluralist, transparent and participatory media environment, both offline and online. States are encouraged to develop strategies for increasing the sustainability of a variety of media ranging from public service media, local, minority, community and cross-border media. Journalists and their unions in Germany expressed concerns over the sale of newspaper Donaukurier to the larger publishing house Passauer Neue Presse (PNP). The Bavarian Journalists’ Association, a member of the German Federation of Journalists (DJV) warned that the deal will result in further media concentration and uncertainty for the journalists  working at both Donaukurier and PNP. In response to this development, the journalists’ unions in Germany including DJV, (dju) in ver.di and BJV will organise a protest on Saturday 24 November in the Passauer Fußgängerzone, Bahnhofstr. 2-4 (in the City Gallery).
