The National Television and Radio broadcasting council of Ukraine, the media regulatory authority, has revoked all digital licences granted to independent broadcaster Channel 112. The International Federation of Journalists (IFJ) and the European Federation of Journalists (EFJ) have today welcomed the pre-trial release of RIA Novosti journalist, Kirill Vyshinsky, in Kyiv, Ukraine. The release came after the IFJ-EFJ have expressed several times their concerns over the long-lasting pre-trial detention of Vyshinsky. In May 2018, the Ukrainian security services raided the office of RIA Novosti in Ukraine and arrested its bureau chief and journalist, Kirill Vyshinsky, on charges of high treason. On 30 July, about a dozen men dressed in T-shirts with the inscription “Tradition and Order” violently entered the press center of the Ukrinform news agency in Kiev, Ukraine, during a press conference of parliamentary candidates. The European Federation of Journalists (EFJ) joined its affiliate in Ukraine, the National Union of Journalists of Ukraine (NUJU), in condemning the attack on private TV broadcaster 112 Ukraine. On 13 July, two unidentified persons targeted its office on Dehtiarivska street 21G, in Kyiv, using a grenade launcher. The attack happened at 3.27 am and was recorded by three CCTV cameras installed outside the media building. The incident caused damages to the facade and nearby parked cars, but didn’t injure anyone. The National Union of Journalists of Ukraine (NUJU) released its 2018 “Ukraine’s Journalists Physical Safety Index”. The situation has worsened for journalists since last year with 86 attacks in 2018, with a notable rise of attacks on female journalists, from 23 in 2017 to 37 in 2018. Courts in Kyiv, Ukraine, have granted the Prosecutor General’s Office access to information of mobile data provider of two investigative journalists. This decision is linked to an ongoing investigation against Artme Sytnyk, head of the National Anti-Corruption Bureau of Ukraine (NABU), in which a group of journalists are involved as witnesses. A Ukraine-based Turkish journalist has told the International and European Federations of Journalists (IFJ-EFJ) he fears for his safety after his name appeared on an “abduction list” published by local media. The Security Service of Ukraine banned Russian Union of Journalists’ president Vladimir Solovyov from entering to Ukrainian territory for a three-year period. The European and International Federations of Journalists (EFJ/IFJ) condemned this decision. The ban was decided by Ukrainian security services in February, although it has not been made public until 19 July. On 4 July 2018, the Ukrainian Parliament’s Committee on security and defence approved a draft bill that would enable prosecution and the National Security and Defence Council to block Internet sites they deem threatening to national security without a court ruling. According to the bill, Internet sites, can be blocked temporarily if they “threaten national security” or “have an impact on decision-making, or the action or inaction, of national or local government bodies, officials of these bodies, associations of citizens, or legal entities”.
